Deputy Chairman of the Verkhovna Rada of Ukraine Mykola Tomenko believes that, considering the number of publications in mass media concerning ineffective use of budget funds allocated for preparing to and holding the final part of the European Football Cup 2012, these problems require parliamentary control. M. Tomenko informed that he and people?s deputy Ostap Semerak registered draft regulation "To grant a hearing to the information of the Cabinet of Ministers on procurement of goods, works, and services for state funds for the needs of preparing to and holding the final part of the European Football Cup 2012 in Ukraine."
In particular, this bill stipulates that the Verkhovna Rada should grant a hearing to the information of the Cabinet of Ministers on procurement of goods, works, and services for state funds for the needs of preparing to and holding the final part of the European Football Cup 2012 in Ukraine not later than on March 16, 2012.
Deputy Chairman of the Verkhovna Rada of Ukraine reminded that respective control on the part of the Verkhovna Rada of Ukraine is stipulated by the law. In particular, to simplify the procedure of procuring goods, works, and services during the preparation of the final part of the European Football Cup 2012 in Ukraine the Law of Ukraine "To amend the laws of Ukraine "On State Procurements" and "On Organizing and Holding the Final Part of the European Football Cup 2012 in Ukraine" was adopted. M. Tomenko reminded that at his initiative the Verkhovna Rada introduced into clause 2 of Final Provisions of the abovementioned Law the requirement under which the Cabinet of Ministers of Ukraine shall inform the Verkhovna Rada of Ukraine on implementation of this law twice a year. Therefore, M. Tomenko believes that it would be relevant for the Cabinet of Ministers to inform the Parliament on the procedures of tender procurements for the EURO Championship. He also stressed that it appeared that, while preparing to EURO 2012, some objects not directly connected with the Championship are being built. Among them is a number of high-profile ones, for example, helipad in Cherkasy not far from the Tarasova Mountain or reconstruction of the "Art Arsenal" in Kyiv.
